Who issues apostilles in Singapore?
The Singapore Academy of Law (SAL) is the authority that legalises Singapore documents for use overseas. Since 16 September 2021, SAL issues an apostille for documents going to countries in the Hague Apostille Convention, such as India, China, the Philippines and the UK. For countries outside the Convention, such as the UAE or Qatar, the document goes to SAL first and then to that country's embassy in Singapore.
Step 1: Check what kind of document you have
- Singapore government documents — birth and marriage certificates, local university degrees, MOE certificates — can usually go straight to SAL.
- Private and company documents — powers of attorney, declarations, letters, copies — must be notarised by a Notary Public before SAL can authenticate them.
Step 2: Fix problems before you go
SAL cannot apostille a laminated original. Ask the issuing office for a fresh extract or a certified true copy instead. Digital documents must be printed exactly as issued, and their QR code must work. If verifying the document needs your SingPass or email login, you must be at the SAL counter in person.
Step 3: Submit at SAL
The SAL counter is at 1 Coleman Street, #08-06 The Adelphi, open Monday to Friday, 9:00 am to 4:30 pm. Documents are processed over the counter. You can send someone on your behalf without an authorisation letter, as long as they know the document type and the destination country.
What does it cost?
| Step | Government fee |
|---|---|
| SAL apostille on a government document | SGD 10.70 per document |
| Notarial certificate (private documents) | SGD 75 |
| SAL authentication of a notarised document | SGD 87.20 |
