Quick answer
Where Will Your Statutory Declaration Be Used?
A statutory declaration in Singapore is a written statement of facts that you declare to be true before an authorised officer. For use in Singapore it is made before a Commissioner for Oaths; for use overseas it is made before a Notary Public, and SAL can then authenticate it and attach an apostille.
In Singapore — for a Singapore agency, court, employer or school → the declaration is made before a Commissioner for Oaths in Singapore. No apostille needed.
Overseas — for a foreign embassy, bank, university or registry → the declaration is made before a Notary Public, then SAL authenticates the notarial certificate and attaches an apostille. Non-Hague countries such as the UAE or Malaysia also need embassy attestation in Singapore.

Why Statutory Declarations Get Rejected
Sworn before the wrong officer
A declaration witnessed by a Commissioner for Oaths is for Singapore use. For overseas use you need a Notary Public, plus SAL authentication and an apostille if the recipient needs it legalised. We confirm the destination before you sign.
Vague or incomplete wording
"I am single" may not be enough if the recipient wants your full name, ID numbers and the period covered. We ask for the recipient's checklist and draft to it.
Names don't match your ID
Your name and passport or NRIC number must appear exactly as on your ID. For a name discrepancy, we list every version clearly in the declaration.
Signed in advance
The declarant must sign in front of the officer after identity verification. Bring it unsigned.
Not in English
SAL needs documents in English or bilingual (including English). If the recipient needs another language, we arrange translation and apostille in the right order.
