Quick answer

How to Get a Certified Copy of Your Passport in Singapore

To get a notarised passport copy in Singapore, an appointed Notary Public sights your original passport and certifies the copy as a true copy, and SAL then apostilles it for overseas use. For an NRIC or Singapore passport, SAL can instead make and legalise its own copy at the counter. Which route fits depends on whose document it is:

Route A — Notary Public, then SAL. An appointed Notary Public sights your original passport or NRIC, certifies that the copy is a true copy and issues a notarial certificate (statutory fee SGD 75). For overseas use, the Singapore Academy of Law (SAL) then authenticates the notarised copy with an apostille certificate (SGD 87.20). This works for any passport, including foreign passports held by expats in Singapore.

Route B — an SAL-made copy. For a Singapore government document that SAL can verify — such as your NRIC or Singapore passport — SAL can photocopy the original at its counter and legalise that copy. The SAL fee is SGD 11.77 (SGD 10.70 + SGD 1.07 for the copy). No notary is needed.

A foreign passport (Indian, Chinese, Filipino and so on) is not a Singapore document, so it always goes through Route A. Either way, the original must be produced — a scan or photocopy on its own cannot be certified.

Why Passport Copies Get Rejected Overseas

An ordinary photocopy

A self-certified or office-stamped copy may not be accepted abroad. The copy needs a recognised certification in Singapore.

A notarised copy without the apostille

A notarial certificate on its own is a Singapore act. If your overseas recipient also wants SAL's apostille so they can check it, we add it.

The wrong route for a foreign passport

SAL legalises Singapore documents only. Taking a foreign passport to the SAL counter for a copy does not work — it needs a Notary Public first.

Pages missing

Some recipients want the bio-data page only; others want every page, including visas or endorsements. We ask for the recipient's exact wording so the copy matches it.

Non-Hague destinations

If the copy is going to a country outside the Hague Apostille Convention, it needs embassy attestation in Singapore after SAL.

What to Bring

  • Your original passport or NRIC — the original must be produced
  • The recipient's checklist or email (which pages, how many copies)
  • The country the copy is going to
  • Any other ID the notary asks for to verify your identity

Where Your Passport Copy Is Going

If your copy is going to a Hague Convention country such as India, China, the Philippines, Indonesia, Vietnam, Bangladesh or Pakistan, an apostille from our SAL apostille service in Singapore replaces embassy legalisation. If it is going to the UAE or Malaysia, see UAE embassy attestation or Malaysia document legalisation. If your passport copy travels with other documents — a power of attorney in Singapore for property back home, or a bank's KYC pack — we handle the full set together.

Notarised Passport Copy — FAQs

Can I send a passport copy instead of the original overseas?

Only if the recipient accepts certified copies. A notarised passport copy with an SAL apostille lets the recipient verify it without your original. We confirm this with you before you pay.

How much does a notarised passport copy cost in Singapore?

The government fees are SGD 75 for the notarial certificate and SGD 87.20 for SAL authentication. Our service fee starts from SGD 199 per copy, notarised and apostilled, quoted as one total upfront.

How long does a notarised passport copy take in Singapore?

Our turnaround is 1–2 working days from the notary appointment. SAL authentication follows, so we confirm the collection date before you pay.

Can SAL certify a copy of my NRIC directly?

Yes. SAL can photocopy your original NRIC or Singapore passport at its counter and legalise the copy for SGD 11.77. The original must be produced at the counter.

Can a foreign passport be notarised in Singapore?

Yes. An Indian, Chinese or other foreign passport is not a Singapore document, so SAL cannot copy it directly — a Notary Public certifies the copy first, and SAL then authenticates it.

Do I need an apostille on a notarised passport copy?

Confirm with the receiving authority. Where it is required, the apostille lets the receiving country check the notarisation on SAL's register at legalisation.sal.sg.

Is a notarised passport copy the same as a certified true copy?

It is one type of certified true copy (CTC). We prepare the same for degrees, bank statements and other documents.

What if the country is not in the Apostille Convention?

Countries such as the UAE, Qatar and Malaysia are not in the Apostille Convention, so an embassy attestation step after SAL may be needed — confirm with the receiving authority. We arrange both steps.

Are you the Singapore Academy of Law?

No. We are an independent Singapore document service. We arrange the notary and take your document to SAL for you.
