Quick answer
Do You Need Embassy Attestation or Just an Apostille?
Embassy attestation in Singapore is the extra step a non-Hague country needs after SAL: that country's embassy or high commission in Singapore attests SAL's certificate. It applies to documents going to the UAE, Qatar, Kuwait, Malaysia, Myanmar, Sri Lanka, Egypt, or Thailand until 28 February 2027. The step is also called consular legalisation.
If the country is in the Hague Apostille Convention, you do not need the embassy at all. Saudi Arabia, China and Vietnam have all joined, so an SAL apostille service in Singapore is the last step — see our pages on apostille for Saudi Arabia, apostille for China and apostille for Vietnam.
Not sure which applies? Tell us the country on WhatsApp and we'll confirm before you spend anything.
How the Chain of Legalisation Works in Singapore
-
1
Notarisation (only if needed).
Private and company documents — a power of attorney, an employment letter, a board resolution, an international school certificate — are first notarised by a Notary Public. See notarisation and apostille.
-
2
SAL.
The Singapore Academy of Law is the only authority that legalises Singapore documents for overseas use. Since 16 September 2021 it attaches an apostille certificate to every document it legalises — including documents that will go on to an embassy.
-
3
Embassy or high commission in Singapore.
The destination country's mission checks SAL's certificate and adds its own attestation. Each embassy sets its own days, fees and rules.
If you remember the old route through MFA, that step no longer exists — MFA handed document legalisation to SAL on 20 January 2021. Read more on MFA legalisation in Singapore.
Why Embassy Attestation Goes Wrong
Steps done in the wrong order
An embassy will not attest a document SAL has not legalised, and SAL will not accept a private document a notary has not notarised. We map the order first.
Translation added at the wrong point
Some Gulf and Middle East authorities want an Arabic version. Where the translation sits in the chain depends on the receiving authority — we confirm this with you before anything is submitted. See Arabic translation and attestation.
Documents SAL cannot verify
Laminated originals, digital documents whose QR code doesn't scan, and unverified handwritten names are turned away at SAL — which stops the embassy step too. We pre-check everything before the first counter.
Embassy-specific requirements
Each consulate has its own list — copies, forms, appointment rules, 11:00 AM. We confirm the current requirements for your country before submission rather than relying on old information.
