Quick answer
Notary Public or Commissioner for Oaths — Which Do You Need?
A Notary Public in Singapore is a lawyer appointed to notarise documents for use overseas — witnessing signatures, certifying copies and issuing a notarial certificate under their notarial seal. The Singapore Academy of Law (SAL) can then authenticate that certificate and attach an apostille.
A Commissioner for Oaths takes affidavits and statutory declarations for use in Singapore, such as for a Singapore government agency. If your document stays in Singapore, see our Commissioner for Oaths in Singapore service.

Why Notarised Documents Get Rejected Overseas
Notarised, but never apostilled
A notarial certificate alone may not be enough for a bank or government overseas. If the recipient needs the document legalised, SAL authentication and an apostille come on top — see notarisation and apostille.
Apostilled, but the country needs more
Countries outside the Hague Apostille Convention, such as the UAE, Qatar and Malaysia, also need embassy attestation in Singapore after SAL.
Signed before the appointment
Signatures must be made in front of the notary after identity verification. Bring the document unsigned.
Name mismatch
If your name differs between the document, passport and NRIC, the notary may not certify it as it stands. A statutory declaration in Singapore can explain a name discrepancy — we check this in advance.
Not in English
SAL needs documents in English or bilingual (including English). We arrange translation in the right order.
