Quick answer
Can a Digital Document Be Apostilled in Singapore?
Yes. Digital document apostille in Singapore is done by SAL, which legalises digital Singapore documents — OpenCerts degrees, digital birth and marriage certificates, and PDFs issued by agencies and companies — as long as it can verify them. For a digital public document with a QR code, SAL needs an exact printout whose QR code scans and matches the online version.
If there is no QR code, the issuing agency has to confirm the document another way. If SAL cannot verify it at all, the document is notarised by a Notary Public first and then authenticated by SAL.
Not sure which route yours takes? WhatsApp us the file and the country — we'll tell you before you pay anything.
Why Digital Documents Get Turned Away at the SAL Counter
The printout isn't exact
SAL compares your printout with the online original: header, footer, page numbers and borders must all be there. A scaled, cropped or reformatted print fails. We print from the original file and compare it line by line.
The QR code doesn't scan
A faint print or a photocopy can break it. That's why we print fresh copies ourselves rather than relying on an SAL-made photocopy of a digital document, whose QR code may not work.
Verification needs your SingPass
If the only way to check the document is through the issuing agency's portal with your SingPass login, SAL needs you at the counter in person. We tell you upfront, so you make one trip, not two.
A forwarded email or screenshot
When an agency confirms a document by email, the email must come from the agency with SAL copied in. Forwarded emails and screenshots are not accepted, and the original must be presented at SAL within one month of that email.
No way to verify online
Some PDFs simply can't be checked by SAL. These go through a notary first — we arrange it the same day we see the problem.
How SAL Verifies an E-Certificate — Three Routes
| Route | When it applies | What happens |
|---|---|---|
| QR-code printout | The document carries a working QR code (for example, OpenCerts and digital extracts) | We print it exactly, test the QR code and submit it at SAL as your proxy |
| Agency verification | No QR code, but the issuing agency can confirm it | Portal check with your SingPass (you attend), a physical endorsement by the agency, or an agency email copied to SAL (original presented within one month) |
| Notarise, then SAL | SAL cannot verify the document | An appointed Notary Public notarises it; SAL authenticates the notarial certificate and issues the apostille |
