Quick answer
Does Your Degree Need a Notary Before the Apostille?
No — a degree certificate apostille in Singapore needs no notary when the degree is from NUS, NTU, SMU, SIT, SUSS, SUTD, the polytechnics, ITE or NIEC, because SAL verifies those degrees, diplomas and transcripts directly for SGD 10.70 per document. School certificates on an MOE letterhead also go straight to SAL.
The exceptions:
UniSIM certificates
need an endorsement from SUSS before SAL.
Private institutions and international schools
the certificate is a private document, so a Notary Public notarises it first, then SAL authenticates it.
OpenCerts degrees
SAL needs an exact printout with a working QR code (see OpenCerts apostille).
If your degree is going to a non-Hague country such as the UAE or Qatar, embassy attestation in Singapore follows the SAL step — see degree attestation for the UAE.
Why Degree Apostilles Go Wrong
Paying a notary you didn't need
Some people notarise an NUS or NTU degree first, paying the notarial certificate (SGD 75) and SAL authentication (SGD 87.20), when SAL could apostille the original for SGD 10.70. We check first.
Skipping a notary you did need
A private-school diploma taken straight to SAL is turned away. We tell you upfront whether yours needs notarisation.
An OpenCerts printout that fails
The printout must match the online version exactly and the QR code must scan. We print and test before SAL.
A laminated scroll
SAL cannot apostille a laminated document. We check this from your photo and tell you the alternative.
Stopping at SAL for a non-Hague country
For the UAE or Qatar, the apostille alone is not enough — the embassy step comes after. We plan the full chain from day one.
